Vendor: Kris Henning, Ph.D. Justification: Portland Police Bureau (PPB) intends to acquire an outside evaluator for post-training evaluation pursuant to a grant funded project concerning Dialogue Policing Training and Support. Said evaluator must possess the below qualities: 1.) A demonstrated history of conducting research, developing training, and evaluating policing strategies 2.) Established knowledge of Portland-specific policing challenges and agency operations 3.) Requisite clearance to access sensitive Bureau datasets and information PPB conducted market research and concluded that Dr. Henning was the only outside evaluator that possessed the above qualities. PPB placed specific importance on already possessing clearance for access to internal Bureau datasets and information. Selecting another evaluator without existing clearance for access would result in a 6-month delay to evaluations activities. There is also no guarantee that another evaluator would pass the necessary background clearance checks to gain access to the required internal Bureau datasets and information.
