1. Department Overview Delaware Department of Correction (“DDOC”) is the second largest Executive branch agency in the State, and the largest law enforcement agency in the State with over 2,500 employees. The DDOC is comprised of the Office of the Commissioner, Bureau of Administrative Services (“BAS”), Bureau of Healthcare, Substance Abuse and Mental Health (“BHSAMH”), Bureau of Prisons (“BOP”), and Bureau of Community Corrections (“BCC”). DDOC is a unified correctional system, with all correctional facilities and institutions falling under the jurisdiction of the State of Delaware. The DDOC supervises between 4,500 – 5,000 inmates within our correctional facilities and approximately 13,000 probationers within the community. Within the unified system, DDOC maintains a five-level system of supervision for offenders: Level-V: 24-hour incarceration (prison) Level-IV: Work Release Centers, Home Confinement (electronic monitoring), Residential Drug Treatment, and Violation of Probation Centers Level-III: Intensive Probation Supervision Level-II: Standard Probation Level-I: Administrative Supervision 2. Background/Purpose The DDOC seeks proposals from providers to facilitate sex offender evaluation and treatment and provide clinical consultation to probation officers. Proposals will be accepted to provide services either statewide or in individual counties. Providers may form partnerships and submit joint proposals; however, a single provider must be identified as the lead partner. The offenders served will be under the supervision of the BCC. Services under this contract shall be upon referral from the BCC. Services will be provided to approximately 450 individuals under the supervision of the BCC at supervision Levels I, II, III, and IV (Home Confinement). The BCC shall maintain discretion for placement of all offenders into the program. Recommendations for removal from treatment must be in writing with justification and submitted to the supervising officer. Providers should demonstrate ability to provide services in locations most convenient for the clients and DDOC. Space may be available in each county to provide services; however, coordination between the awarded Provider and DDOC will take place after the contract is awarded to determine exact location and hours of operation. Any changes to location of services by the Provider must be approved in writing by the DDOC. The offenders participating in the program may also be involved in programming currently available at other community based social services. While participation in sex offender programming will not pre-empt other treatment programming, the Provider must coordinate with existing programs and services when practical and beneficial to the offender. The Provider must ensure continuity of treatment for those offenders flowing from sex offender treatment at a level IV or V Institution.
