Specifications include, but are not limited to: This RFP is a two-part process: a technical proposal and a cost proposal. The Beaufort County School District (“District”) is soliciting proposals from qualified firms of certified public accountants to provide Financial, Compliance and Procurement Audit Services for the fiscal years ending June 30, 2019, 2020, 2021, 2022 and 2023. These specifications cover professional services to furnish all supervision, labor, materials, training, technical support, supplies and equipment necessary to provide the services requested. The objective of the financial and compliance audits will be to express an opinion on the financial statements and to satisfy the audit requirements imposed by the Single Audit Act and Subpart F of the Title 2 U.S. Code of Federal Regulations (CFR) Part 200, Uniform Administrative Requirements, cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). These audits are to be performed in accordance with auditing standards generally accepted in the United States of America (GAAS); Government Auditing Standards issued by the Comptroller General of the United States (GAS); the provisions of the Single Audit Act; Subpart F of Title 2 U.S. CFR Part 200, Uniform Administrative Requirements, Cost principles, and Audit Requirements for Federal Awards; the U.S. Office of Management and Budget’s (OMB) Compliance Supplement; the South Carolina Department of Education Annual Audit Guide; the reporting requirements established by the Government Finance Officers Association. The objective of the procurement audit is to satisfy the requirements of SC Code 11-35-70. The Code requires that the District receive a procurement audit from an audit firm that is approved by the South Carolina State Fiscal Accountability Authority and that the audit firm conduct the audit using the audit program published by the South Carolina State Fiscal Accountability Authority. The code also requires that the audit firm issue an opinion on whether the District complied with its procurement code.
