This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) competed IAW FAR PART 13, Simplified Acquisition Procedures and FAR PART 12, Commercial Items. Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line-item descriptions, and attachments, may not be evaluated for award. One (1) firm-fixed price (FFP) contract will be awarded as a result of this solicitation. Any reference to the term “BID” in this solicitation is used synonymously with the word “QUOTE”. The Puerto Rico Air National Guard has a requirement to obtain quotes for the Storm Doors Motors installation, maintenance, and repairs. This effort is led by the Fire Department and is meant to facilitate their daily operations and response time in emergencies.

This requirement is a small business set-aside. The North American Industry Classification System (NAICS) Code is 332321 Metal Window and Door Manufacturing, and the Size Standard for Small Business is 750 employees.
Period of Performance: 60 Days after contract award
Site Visit: A site visit will be conducted on August 1, 2024 at 9:30AM EST for the purposes of showing site conditions where the project works are sought to be performed. It will be held at Bldg.3 Fire Station 156th Air Wing, Muñiz Air National Guard Base, Carolina, Puerto Rico. Interested Contractors are highly encouraged to attend since it is an opportunity to accurately assess what are the project conditions and get acquainted with the various performance requirements sought for the life of the contract.

3.3 This information must be provided in advance, at least 3 business day prior to attending, in order to ensure access to the military base and performance site. Even if you have access to the base you must register. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the site inspection. This information will be provided to the Base Security Forces who will authorize your entrance to the site.
Visitors must report at the Installation’s Main Entry Gate. You will be required to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Drivers License, (3) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such.
Information provided at this site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation. is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply.
To enhance the understanding of this requirement to interested bidders, an opportunity to make questions will be available until no later than close of business (4:00pm EST) Monday, August 5, 2024 by sending an email to angel.solis.2@us.af.mil. Tentatively responses will be posted on the notice by close of business (4:00pm EST) Wednesday August 7, 2024.
A record of the inspection visit shall be made and furnished to all prospective bidders via posting at https://SAM.gov. The record will include questions (on a non-attribution basis) and answers.
Basis of award: Award will be made to the lowest priced quote that meets all the technical requirements specified in this solicitation and outlined in the SOW. The Government intends to award a contract without discussions with respective offerors. quote’s that fail to meet the government’s schedule and ALL technical requirements will be deemed technically unacceptable and disqualified from competition.
The following factors will be used to evaluate offers: A) Price and B) Technical.
- Price, Lowest Evaluated Acceptable Quote that meets Federal Government’s performance work statement.
- Technical Acceptability: Technical acceptability will be based on the quotes compliance with the Solicitation and Statement of Work (SOW). Please place attention to the requirements depicted in Paragraph 5.0 (Requirements) of the SOW. Technical will be considered acceptable or unacceptable:
Acceptable: Quote clearly meets the schedule and requirements of the solicitation.
Unacceptable: The quote does not clearly meet the schedule and requirements of the solicitation.

There is no need to include sales taxes in your pricing as a Certificate of Exempt Purchases can be furnished being an exempted Federal agency.
