USDA’s Animal and Plant Health Inspection Service (APHIS), Acquisition and Asset Management Division (AAMD) Acquisition Branch, seeks a contract with a qualified firm that will perform Construction Inspection Contractor (CIC) services during the construction phase of a project to renovate a building at the Puerto Rico Department of Agriculture (PRDA) complex near Dorado in north-central Puerto Rico. The building is approximately 8,000 GSF and consists of two wings, one for administration offices and one for laboratories.
The CIC contractor will oversee the construction/renovation (a separate contract) of PRDA's Building #3. The construction project is phased, split into five areas to ensure lab operations can continue during the renovation. New water service, sprinkler system, HVAC systems, power systems, and data systems will be installed. Modest upgrades to the exterior envelope will be completed, and toilet and locker rooms will be completely refinished. The lab wing will be renovated in three phases, with each phase to be operational before the next phase begins. Award of the construction contract is anticipated in December.
The CIC firm will assign a person to serve as the CIC. The CIC must be one of the following: (1) a licensed Professional Engineer experienced in monitoring construction, (2) a Certified Construction Contract Administrator certified by the Construction Specifications Institute, or (3) have equivalent training or experience. The CIC will be designated and authorized by the Contracting Officer to monitor performance of the construction contractor. The CIC’s primary role is to provide Quality Assurance that the construction project is being constructed as designed, and to provide oversight to the Quality Control Plan of the construction contractor. CIC services are defined as services including but not be limited to attending or conducting pre-construction and progress meetings, reviewing and approving shop drawings and product data submittals, construction inspections, monthly progress reports to include photographs, reviewing payrolls and invoices, reviewing and approving change order proposals, responding to requests for information, preparation of punch lists, performing final inspections, preparing and/or reviewing operation and maintenance manuals, and coordinating and consolidating warranty matrixes, also validating substantial completion and project acceptance.
