This is a combined synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for Quote (RFQ) competed IAW FAR PART 13, Simplified Acquisition Procedures and FAR PART 12, Commercial Items. Quotes failing to meet all the terms and conditions of this solicitation; to include buy terms, line item descriptions, and attachments, may not be evaluated for award. One (1) firm-fixed price (FFP) contract will be awarded as a result of this solicitation. Any reference to the term “BID” in this solicitation is used synonymously with the word “QUOTE”. Please see FAR 13.004-Legal effect of quotations.
The 156th Wing Contracting Office, 200 Ave. Jose A Tony Santana, Muñiz ANG, PR has a requirement to seek the service of a licensed, qualified, and experienced vendor to furnish and install all equipment, materials, supplies, labor, and hardware to remove and replace existing inoperative refrigeration equipment condensing unit on building 16 located at 200 Jose A. Santana Ave, Carolina, PR, 00979-1502 as described in the statement of work (Attachment 1). In order to be considered for award, suggested condensing unit to be purchased shall be Buy American Act compliant. The solicitation documents and incorporated provisions and clauses are those in effect in the Federal Acquisition Circular 2005-95.
A Firm Fixed Priced Award will be made in accordance with the following:
NAICS Code: This acquisition is being solicited as a 100% small business set-aside. The North American Industrial Classification System (NAICS) code for this acquisition is 423730 with a size standard of 175 employees.
II. DESCRIPTION OF ACQUISITION:
The Puerto Rico ANG has a requirement to purchase the below listed items. This procurement will be awarded under Simplified Acquisition Procedures. Due date for the receipt of offers is set for September 13, 2023 at 11:00AM EST (local time)
Site Visit: To address complexities of this requirement a site visit will be conducted next Friday, August 30, 2024 at 9:00 am, EST (local time). Please forward all required documentation (see below for information) to Angel F. Solis at angel.solis.2@us.af.mil and to Rolando Perez at rolando.perez.9@us.af.mil by 1:00pm EST on or before Wednesday, August 28, 2024 to get a day pass for the site visit. Plan to arrive 30-40 minutes earlier to Base Main Gate. Base address: 200 Jose A. “Tony” Santana Avenue, Carolina PR 00979.
To expedite the process to base access, the government will need to receive the following documents by August 28, at 1:00pm EST (local time):

- Visitor’s Name
- Copy of Driver’s License or any Identification Card in compliance with the Real ID Act
- Citizenship
Scheduled site visit is highly encouraged. We are trying to mitigate potential risks and damages for the government and potential contractor. All questions shall be submitted in writting at or before Wednesday 4 September 2024 at 4pm EST.

III. SCHEDULE OF SUPPLIES/SERVICES:
Period of Performance (PoP): 30 days after contract award.
The contractor shall provide the items listed below:
This is an “ALL OR NONE” type buy, incomplete offers will not be considered for evaluation. All equipment must be provided, delivered and installed at buildings identified in the following list located at the Muñiz Air National Guard Base in Carolina, PR 00979.
CLIN 0001 1 Refrigeration Equipment Condensing Unit (ColdZone Model MPL-2CZ Brand Name or Equal) with following specifications contained in SOW. The Contractor shall provide supervision, transportation, labor, materials, equipment, fuel and any other needed materials and Quality Control (QC) necessary, except as specified in Paragraph 3.0 as Government Furnished items, to replace the condensing unit for building 16, located in Muñiz ANGB in Carolina, PR as specified in this Statement of Work (SOW).
All work is to be performed in accordance with (IAW) the attached Statement of Work.
IV. QUOTE PREPARATION INSTRUCTIONS
a. To be able to place your offer, business are required to complete enclosed notice solicitation (SF 1449) and do the following:
1. Fill in block 17 (business name) along with cage code
2. Sign at block 30 (all letters).
3. On page 4, under “Supplies or Services & Prices or Costs” section, on Contract Line Item Number “0001” unit price reflect your pricing on a lump sum amount totaling all related costs of replacing the Condensing Unit.
In doing so and without taking any exception to the requirements of this synopsis/solicitation, including specification, "Schedule of Supplies/Services" and terms and conditions, the offeror agrees to accede to all solicitation requirements. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale.
b. Offerors are encouraged to include additional Non-Pricing information as attachments in their business capabilities format to further elaborate offered equipment minimum salient characteristics and/or features."

d. Evaluation Criteria:
PART I – TECHNICAL:
Provide quote that complies to all the requirements of the synopsis/solicitation.
PART II – PRICE:
The offeror must submit proposed unit and extended prices in Section III (see above) of the synopsis/solicitation for CLIN 0001. The price factor will be evaluated for reasonableness.
IMPORTANT NOTE: Multiple Offerors nor Multiple Awards will be considered. A single award will be made in the resultant contract.
V. BASIS FOR AWARD
This is a 100% Small Business Set-Aside firm-fixed price contract. The small business contractor must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. Award will be made to the lowest priced quote that meets all the listed items technical capabilities/requirements.
PART I – TECHNICAL:
The offeror by acceding to all of the requirements of this synopsis/solicitation (see Quotation Preparation Instructions) will be determined technically acceptable.
PART II– PRICE:
The Government will evaluate the price of all quotes that meet all the items technical capabilities as follows:
Quotes will be determined fair and reasonable based on competitive quotes, comparison with similar services in a related industry, comparison to an independent Government estimate, or any other reasonable basis in accordance with FAR 13.106-2.
The Government intends to award a contract without discussions with respective offerors. Offerors shall submit sufficient information and, in the format, specified in Quote Preparation Instructions. Offeror’s may be asked to clarify certain aspects of their quote to which the offeror has not previously had an opportunity to respond.
VI. WARRANTY STATEMENT
a. The Contractor shall include a statement of warranty on the installed system and all equipment. The warranty period shall be for one (1) year from the date of acceptance or the first beneficial use, whichever is first, against defective materials, design, workmanship and improper adjustment. Any defective material shall be removed, repaired or replaced and installed at no cost to the Owner, provided it does not show abuse.
b. The Contractor shall warranty all equipment for that period, superseding the manufactures warranty where necessary. The warranty shall include all costs incurred by the Contractor for removing, repairing and re-installing malfunctioning equipment.
c. Some Manufacturers require that only authorized dealers install and warranty their equipment. If the Manufacturer does not authorize the Contractor, it is the Contractor’s responsibility to make the appropriate arrangements and bear all cost and consequences of that arrangement.
VII. CONTRACT TERMS AND CONDITIONS:
The following provisions and clauses apply to this acquisition and can be viewed through Internet access at the Air Force Federal Acquisition Regulation (FAR) Site, http://www.farsite.hill.af.mil in accordance with 52.252-1 and 52.252-2.
