Small Business Sources Sought Notice SS24-0002

The Puerto Rico Army National Guard Purchasing & Contracting Division (PRARNG P&C) is seeking potential sources from authorized training providers for self-paced, distance learning, training packages containing the following courses: Cellebrite Mobile Forensics Fundamentals (CMFF), Cellebrite Certified Operator (CCO), and Cellebrite Certified Physical Analyst (CCPA). The training package is sought from authorized training providers to support personnel from the Puerto Rico Army National Guard Counter Drug Program Mission Training Requirements. Due to technical requirements inherent of the Counter & Drug Program, deviations or similar products will not be considered as a valid response for market research purposes.
The requirement will be implemented using the North American Industry Classification System (NAICS) Code 611519 - Other Technical and Trade Schools. The applicable classification code is PSCS – U006 Educational/Training – Vocational/Technical.
Part I – Preliminary Requirement
Distance Learning – Self Paced: The self-paced nature of online learning enables students to review course materials as needed and practice their skill at their own convenience. The PRARNG Counter Drug Program requires online-self-paced distance learning training package to meet mission requirements and associated inherent tasks that are required of their mission in support of law enforcement agencies. The Government is seeking for about 10 licenses/training packages.
Part I.A. Course Description for Reference:
Cellebrite Mobile Forensics Fundamentals (CMFF) is a two (2) day entry level course designed to provide attendees with compulsory digital forensics fundamental knowledge including: mobile device communication networks, explorations of Android and iOS file systems, extraction methodologies, memory (NAND) functions, and the proper handling of digital evidence for use in administrative, civil, or criminal actions. Attendees will learn the reasoning and strategies used by creditable practitioners to form digital forensic best practices.
Cellebrite Certified Operator (CCO) is a two (2) day intermediate level certification course designed to further develop mobile device handling and data extraction skills. This course reinforces forensically sound processes introduced in Cellebrite Mobile Forensic Fundamentals (CMFF), and guides participants through installing and configuring UFED Touch and UFED 4PC to conduct mobile device extractions.
Cellebrite Certified Physical Analyst (CCPA) course is a 3-day advanced level program designed for technically savvy investigators, digital evidence analysts and forensic practitioners. As this course focuses on the analysis and advanced search techniques using Physical Analyzer, participants will not be conducting extractions from devices in this course. Physical Analyzer software will be used extensively to explore recovered deleted data, database contents, advanced search and analysis techniques, verification and validation, and reporting.
The PRARNG P&C is conducting this Sources Sought to identify small business contractors who possess the capabilities to provide services as specified above and to determine their availability, capability, and adequacy. If your firm may be interested in this requirement, is a qualified small business for the NAICS code of reference ($21.0 million) according to https://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf), and has performed similar projects, we request the information shown below. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice.
As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Proposal (RFP), to be issued at a later date, and in determining whether any type of small business set-aside is possible for this procurement or whether full and open competitive procedures should be utilized. If full and open competition is ultimately pursued, responses to this synopsis will be used to aid in establishing small business subcontracting goals.
This notice shall not be construed as a solicitation, implied or otherwise, or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract on the basis of this request, so proposals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
Response is strictly voluntary - it is not mandatory to submit a response to this notice to participate in any formal solicitation process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy. All interested parties will be required to respond separately to any solicitations posted as a result of this sources sought notice.
Part II – Submission Instructions:

Responses greater than 5 double-sided pages (including all attachments) will not be considered. Late responses will not be accepted. This is strictly market research and the Government will not entertain any questions.
Respondents will not be notified of the results of the evaluation. We appreciate your interest and thank you in advance for responding to the Sources Sought.
Qualified firms shall submit a statement of interest on company letterhead demonstrating the firm’s qualifications to perform the defined work. Responses must be complete and sufficiently detailed to address the specific information. The documentation shall address, at a minimum, the following:
- Company Profile to include:
- Company name and address;
- Affiliate information: parent company, joint venture partners, and potential teaming partners;
- Year the firm was established and number of employees;
- Two points of contact (names, titles, phone numbers and email addresses);
