What We Know So Far About the State of New York’s Upcoming Budget

The State of New York’s fiscal year begins on April 1 and ends on March 31. Although it’s almost the beginning of FY23-24, the state’s assembly has not yet approved the budget. 5-Year Capital Plan on Transportation

To boost the infrastructure projects throughout the state, one of the initiatives for this year’s budget is to allot $32 billion to the Department of Transportation. This will help fund the department’s 5-year capital plan for programs and projects, including investments in local roads and bridges in smaller municipalities.

Other initiatives include:

  • Construction of the Community Grid project
  • Replacing the Livingston Avenue Railroad Bridge
  • Revitalizing the South Bronx

Funds for Parks and Recreation, Climate Change, and School Buses

The State of New York also commits to environmental initiatives. For FY23, an additional $1.2 billion is being proposed to help the Expanded Clean Water, Clean Air, and Green Jobs Environmental Bond Act. This fiscal year also allotted a budget of $250 million to fund the Office of Parks, Recreation and Historic Preservation. This fund will support critical infrastructure projects throughout the park system.  Another $500 million is also budgeted for Zero Emission School Buses.

5-Year Housing Plan

The FY23 State Budget also includes $25 billion to help fund the 5-year housing plan. This will fund the:

  • New construction of multi-family affordable housing efforts
  • Preserve existing multi-family rental housing
  • Preserve rural rental properties
