Specifications include, but are not limited to: The City of Pawtucket is requesting proposals from qualified firms to create a no-fee public wireless (Wi-Fi) network within 100 yards to the north and south of the train tracks/platform and to create hot spots in 6 specially designated areas where “smart kiosks” are anticipated, focused on supporting commerce and tourism, specifically for the Downtown and TOD District. This initiative will be funded through the City of Pawtucket's allocation of American Rescue Plan Act (ARPA) funds from the Federal government. The scope of services includes the following: (1) Plan and design system for installation and maintenance (2) Provide all equipment and licensing for installed products (3) Internet service for system within designated scope (4) Installation and configuration of equipment (5) Provide any licensing required (6) Dedicated system monitoring, maintenance, and upkeep; The system is expected to provide a strong signal to the outdoor areas of the specified coverage area. The ideal Wi-Fi signal strength should be -60 dBm, or greater. Expected signal strength for each wireless AP must be indicated in proposal. Technical support must include the ability to update and support all system hardware, and software provided in this RFP. The network will need to be protected by enterprise grade firewalls and be resistant to malware and DDOS attacks. Consultant and city administrative staff must be able to monitor all hardware, networks and services for data tracking and maintenance. SYSTEM SERVICE REQUIREMENTS • Provide network performance monitoring, management and, reporting. • Conduct necessary testing to assure acceptable signal strength in the designated zone. • Apply secure encryption standards in compliance with NIST standards where applicable. • Provide network redundancy and resilience measures. • Provide technical safeguards to prevent illegal activities. • Provide and administer the manufacturer’s warranty. • Provide post installation support and maintenance of the system as needed. • Provide all installation services for all equipment (The vendor will be responsible for securing any required permits, if applicable). • Proposals shall include pricing for the installation of smart kiosks in designated critical areas of customer and visitor foot traffic in the City • Proposals may include pricing for potential additional services related to the communications initiative, examples of which include: traffic and parking monitoring, payment systems, and reporting; and safety/camera systems for consumer safety measures and data collection. Additional add-on services which support and build off of this communications initiative will also be considered.
