The South Carolina Workers’ Compensation Commission strives to provide an equitable and timely system of benefits to injured workers and employers in the most responsive, accurate and reliable manner possible. To adequately fulfill its mission, the Commission maintains administrative offices and holds hearings at its downtown Columbia location. The Commission maintains a front lobby that is open to the public during business hours and two hearing rooms that are open to the public during hearings. The Commission has noticed an increase in threats of physical violence directed towards its staff and Commissioners in recent months. It currently secures access to its suite using physical security measures such as ID badges. However, there are no physical security controls for the lobby area, no physical observation of Commission hallways, and no monitoring of security camera footage. Absent an identifiable threat, no physical security is provided in the hearing rooms during hearings. This solicitation covers the provision of armed security services at the location provided as required to prevent the loss and/ or damage to property and physical harm to persons by monitoring for contraband, fire, theft, vandalism, or unauthorized persons conducting themselves in an unsafe or unruly manner.
