Contractor Responsibilities 1. The contractor shall meet all of the requirements established by law for the operation of a private security business in the State of South Carolina; shall possess a current license issued by the State of South Carolina, Law Enforcement Division (SLED); and shall maintain a business office which is properly equipped and staffed to carry out all normal business functions; and shall establish any additional means as may be necessary to fulfill the terms and conditions of the written agreement. 2. Security personnel will staff mobile patrols in shifts. There will be three (3) mobile patrols; each will be given an area of responsibility within RCSD1. Mobile patrols primary responsibilities are to: make a complete walk thru of all buildings and grounds on all visits, respond to burglar and fire alarms within RCSD1 to assist local public Security, document all actions taken and report this information to the RCSD1 Operations Center personnel. Mobile patrol personnel will maintain a log of their activities. Specific instructions for mobile patrol personnel shall be provided by the District. 3. All employees of the vendor shall meet or exceed the standards of competency, proficiency, character, and integrity required by law in South Carolina Code of Laws, Sections 40-17-10, 40-17-50, 40-17-70, and 40-17-130, South Carolina Private Detective and Private Security Agencies Act, as amended, and all persons employed shall be likewise registered by SLED. All security officers assigned to RCSD1 must have a current, valid, South Carolina Driver's License and will be required to operate a standard passenger vehicle as prescribed by the District. 4. The contractor shall have a SLED certified company-training officer as part of its operations staff who shall have met all of the requirements for such an officer as established by law. Such training officer shall have completed a training seminar conducted by SLED of at least forty (40) hours in length and shall be required to attend refresher or update training as may be required by the Division. An outline of the firm’s basic training and refresher-training program shall be submitted as part of the bid package. RCSD1 requires that all security officers that are assigned to this contract must complete refresher training at a minimum of every six (6) months. The firm shall provide documentation substantiating completion of this requirement when requested by RCSD1 as well as the resume of qualifications of the certified trainer. 5. As an alternative to paragraph 4, above, and as permitted by law, the contractor may obtain such training services from an outside source, provided all other conditions are met; all costs incurred are to be borne by the contractor; and the training provided shall meet or exceed the standards established for other employees.
