Specifications include, but are not limited to: Qualified Offerors to redesign its public facing website to be mobile first with a responsive design and content management system (CMS) that provides a modern, appealing, secure and user-friendly interface that will enable and encourage the citizens of South Carolina to conduct voter registration and voter education services online. The main purpose of the website is to provide the citizens of South Carolina an online presence for them to conduct voter registration and education services with the SCSEC. The primary site has office locations, forms, online public services, and other information necessary for our constituents to conduct the core functions of voter registration, checking their voter registration, updating voter registration, finding a sample ballot, and requesting an absentee application. This site was last updated in 2016 and is in need of a redesign to take advantage of the ever-changing technological advancements. Credit Card transactions will not be a part of the scope of this project (solicitation), but the website must be able to interphase with the required credit card transaction provider, currently SC Interactive. Contractor needs to be aware that SCSEC processes credit card transactions and is required to be PCI compliant on our network and website. As such SCSEC is scanned for PCI compliance monthly and has penetration testing annually by a third party as part of our PCI compliance program.
