This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation W912QG-24-Q-0019 is being issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2024- 03 effective date 02/23/2024, and DFARS Change 02/15/2024. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The associated North American Industrial Classification System (NAICS) code for this procurement is 721214 - Recreational and Vacation Camps (except campgrounds).
Government intends to award a Firm Fixed Price contract for a 6-day Youth Camp for 125 children/youth, ages 10-17 years old and 40 adult instructors (18 years and older). The Governments choices for desired period of performances are found in paragraph 3.2 of attached Performance Work Statement (PWS).
The Government will award a contract resulting from this solicitation to the responsible contractor that meets all the Governments requirements that is the best value to the Government. A site visit to the campground may be required prior to award. Since award will be made without discussions, it is highly encouraged to quote your most advantageous pricing in your initial response.
This requirement is unrestricted, full and open competition, all large and small businesses may submit an offer.

In accordance with (IAW) Federal Acquisition Regulation (FAR) 4.1102 and FAR Provision 52.204-7, all offerors shall be registered and active in SAM at the time of submission of an offer or quotation and shall continue to be registered & active until time of award, during performance, and through final payment of any contract. Quotes received from Offerors whose registration in SAM.gov is not active cannot be considered.
The offeror shall submit an electronic copy of their signed and dated offer via e-mail to kathy.s.coleman2.civ@army.mil with the solicitation number in the subject block NLT Friday, May 17, 2024 @10:00 AM EST. Include your SAMS Unique Entity ID, and Cage Code on your quote. Be sure to attach the full menu and activities schedule as stated in PWS. Provide up to three (3) references for camps/events conducted within the past three (3) years that are similar in size and magnitude as it relates to participants and activities.
Basis of Award will be based on best value considering facilities, location, available activities, past performance, as well as price IAW FAR Provision 52-212-1 ADDENDUM
For evaluation purposes, provide information that indicates your company meets the technical capability of the Performance Work Statement requirement. Offerors shall provide adequate details in their quote so that the Government can determine it meets the PWS criteria.
The Offeror shall quote on an all or none basis.
Request for Information (RFI): All questions must be in the form of an RFI in writing to the Ms. Kathy Coleman at kathy.s.coleman2.civ@army.mil no later than 10:00 AM ET on, April 30, 2024. All questions will be consolidated and reposted for all to see. Any questions received after the due date and time will not be considered unless the Contracting Officer deems necessary.
