The SC State Board for Technical and Comprehensive Education (SBTCE) is soliciting proposals on behalf of all SC Technical Colleges to outsource all student refunds, including but not limited to all student account refunds and student college work study payroll by contracting for a program to reduce administrative costs, streamline business processes, increase customer service for students, use technology at the campus and eliminate significant costs and handling associated with the disbursement of all student account refunds. Students will be able to choose to receive their refund through ACH, a debit card, or check. Credits on students’ accounts will be processed through the College’s financial system as a refund in the manner the student selects. There will also be an option to expand student financial services to include offering a banking option to all students that is tied to major signature-based debit purchase, POS, and ATM networks. The successful Offeror must have the capability of refunding students through ACH, debit card, or check and must handle the entire process. Tech Colleges currently use Datatel Financial Systems or Sungard/Banner.
