Specifications include, but are not limited to: The Department of Administration, Division of Facilities Management and Property Services (FMPS) is seeking a Contractor to perform security guard services at 400 Otarre Parkway, Cayce, SC 29033. This is a one-year contract, renewable each year for four additional years. CONTRACTOR REQUIREMENTS 1) The Contractor shall provide contract security business services in accordance with the South Carolina Code of Laws 1976, Title40 - Professions and Occupations, Chapter 18 – PRIVATE SECURITY AND INVESTIGATION AGENCIES, as found at https://www.scstatehouse.gov/code/t40c018.php 2) The Contractor and its officers performing services pursuant to this specification shall be licensed or registered in accordance with S. C. Code of Laws 1976 – Title 40, Private Detective and Private Security Agencies Act and all state and local laws. 3) Contractor shall maintain a business office actively engaged in providing private security services that is properly equipped and staffed to provide services as required by the terms and conditions and specification herein. The Contractor shall be responsible for the direct supervision of all assigned officers through its designated representative(s). The Contractor’s representative(s) shall be available to report to and confer with the FMPS designee with respect to day-to-day operations and services and in the event of an emergency. 4) All security officers provided shall be employees of the security agency. The security agency shall pay all salaries, Social Security taxes, Federal and State unemployment insurance and any other required taxes relating to such employees in accordance with all state and federal laws. 5) The Contractor shall submit, prior to start date, a list of all security officers assigned to this contract along with registration / identification cards as approved/provided by the State Law Enforcement Division (SLED). 6) The Contractor shall have a certified company Training Officer that meets all requirements as established by law and as recognized by SLED. 7) The Contractor shall provide a designated group of officers to provide guard services for FMPS. The Contractor shall provide a monthly calendar indicating the names of the guards covering each shift. Should the Contractor have to employ new guards to cover shifts, FMPS shall be notified prior to the start of the new guard. FMPS reserves the right to select guards providing services under this contract. 8) All guards must be employees of the Contractor. Hiring, training, payment of wages and benefits, uniforms, equipment, supervision, transportation costs, direction and discharge of guards shall be the responsibility of the Contractor.
