Specifications include, but are not limited to: 1.1 For the Contractor to take possession and responsibility of the facility from the construction contractor upon notification by SCDVA no earlier than the certificate of occupancy is issued by the Office of the State Engineer. Once notified, the Contractor shall secure the new facility and thereafter take all necessary steps to prepare the facility for licensure, USDVA recognition and Centers for Medicare & Medicaid Services (CMS) certification, with the requirement that the facility be licensed and ready to admit residents no later than 120 days following the Contractor assuming possession and responsibility. 1.2 Following licensure and occupancy approval, to admit and care for eligible residents at a prudent and reasonable pace, but on average no fewer than five (5) admissions per week. 1.3 To deliver high quality nursing home care that meets or exceeds licensure and certification standards required by SCDHEC, Medicare and Medicaid certification requirements and the U.S. Department of Veterans Affairs standards for nursing home care. 1.4 To operate facility programs in a manner that respects the residents' rights and dignity, with emphasis on assisting the residents to achieve their highest level of functioning. 1.5 To operate and maintain each facility in a cost-effective manner with full reporting and accountability to the SCDVA. 1.6 To maintain an open and collaborative relationship with the SCDVA administration and staff. 1.7 To maintain complete and accurate records of care and to collect and analyze health statistics on a regular basis as required. 1.8 To ensure the facility provides an environment where homelike features are maintained throughout the facility.
