Specifications include, but are not limited to: Audience and Site Structure In order to prioritize user friendliness, the website’s navigation should accommodate a variety of audiences for which it is intended. Intended audiences include: Citizens of South Carolina Behavioral Health Providers and Advocates Law Enforcement County, City, and State Agencies and Representatives Development Criteria The website will be developed through the coordination of the DAODAS website team and the Contractor’s specific project manager or representative. Offeror must have a proven development plan and flexible timeline structure. Offeror must share details of their development timelines and processes in the proposal submitted to DAODAS. Offeror must provide a team of development professionals, skilled in web design, user experience, and technical support to implement the development plan. All systems used must be a proven platform for website development and architecture. Offeror must utilize its own development staff rather than subcontracting pieces of the project development to additional vendors. Design Guidelines The website’s interface should be welcoming, attractive, and created in coordination with DAODAS’ vision. The interface will incorporate elements that effectively represent the brand and image desired DAODAS: Website design must incorporate the DAODAS colors and logo where appropriate. Contractor must be able to provide design elements utilizing stock photography in the event that original photography is unavailable. Design elements shall be easily updated. Website design must retain a unified design, theme, or template that remains consistent throughout all pages to maximize usability, except where differentiating between divisions and/or sections of the website. No advertisements or pay-per-placement graphics, icons, or elements, will be allowed on the website. Contractor shall migrate old content into new site pages as requested. Website design and associated elements must comply with Section 508 of the Rehabilitation Act of 1973. Website must be Americans with Disabilities Act (ADA) compliant. Ownership of the website design and all content must be transferred to DAODAS upon completion (go live date) of the project. Functionality and Technical Specifications The website must allow designated staff (owners of the content) to have direct access to their content for editing and the publishing of new content. It must also have the ability to automate an approval process for such changes. This process must be customizable for individual circumstances. The website must allow access based on security settings defining various roles including site management, webmaster, editor, author, etc. This system must have the capacity to define new roles as needed. The website must allow the upload of various file types for posting online including, but not limited to, images, PDF files, Word files, Excel files, and compressed video files. The website must include security and privacy measures that ensure user confidence that privacy is preserved, and transactions are conducted in a secure environment. The website must support HTTPS and GDPR. The website must include dynamic form capabilities, including but not limited to CAPTCHA options. The Contractor shall create a website that is compatible with Edge, IE, Chrome, Firefox, and Safari. The Contractor shall develop the website to utilize Google Analytics and Google Tag Manager. The website must have an internal search feature. In order to make it as user friendly as possible for our customers who need to search for files, the search feature will need to index the contents’ of any .pdf, .docx, or .xls files, as well as the content of the site itself. The website must include the ability to use ArcGIS mapping software for a treatment facility/resource locator map and the ability to incorporate publicly made available data (through a combination of ArcGIS map-based software and interactive data dashboard software including Tableau and other similar leading data visualization software) that website visitors could use to generate reports by substance, time frame, risk factor/consequence, etc. The design must utilize responsive layouts to optimize web browsing from a mobile device. Training and Support One to Three staff members. Contractor shall create an infrastructure to provide support to site users in the following areas: Training for DAODAS in support of the new site, as well as, its further development. DAODAS may be open to the vendor’s preferred method of training. Training may be in-house or web-based but must be in a format agreed upon in advance by DAODAS to ensure the most effective training. Training shall take place at least five (5) days prior to the launch of the new website on a schedule agreed upon between DAODAS and the contracted vendor. Follow-up training (if needed) will be scheduled two months after launch. Training of new employees being onboarded will be scheduled as needed The Contractor shall provide DAODAS with the necessary training on the technological platform used in designing the website to accommodate DAODAS’ day-to-day content management, including providing DAODAS with a training guide. Ongoing Support Offeror’s proposal must include all features and modular applications associated, must have qualified and available support included as a part of ongoing services to maintain the site, using guidelines, structures, and materials meeting or exceeding the following criteria: Offeror’s support team must be fluent in the functionality and uses of features and associated applications and modules. Designated IT staff shall have all necessary support for emergency purposes. An online repository of training videos and/or materials must be developed for the purposes of fully training new staff members or retraining existing staff members for proven and documented certification of expertise within the site. While website content updates are managed by DAODAS, Offeror must commit to regular maintenance and associated applications for the purposes of keeping the existing software up to date as well as introducing new functionality and applications. Regular maintenance of the website must be provided to improve existing functionality and implementation of upgrades to the website platform that strengthen functionality and associated applications. An internal process must be created that is dedicated to reviewing new technologies and implementing development projects in order to provide a more robust system with additional features and applications until the end of the contract. Testing and Launch Contractor shall conduct final testing to launch the new site. The launch will include the following: Final testing and overview of the complete system Preparation and launching of site
