Specifications include, but are not limited to: In order for SCDMV to offer an alternative service delivery option, reduce the amount of over the counter services, and decrease customer wait times, they want to establish a single contract with a Contractor to place kiosks in various locations throughout the State of South Carolina. The Contractor will be responsible for developing, installing, operating, and maintaining the network of kiosks per the specifications as described and outlined in this document. The overall goals and objectives of the kiosk project is to provide a solution that is fast and easy to use and provides a more convenient manner in which customers are able to: Renew and replace registration and decals, and print from kiosk Update contact information Pay reinstatement fees, fines, and penalties. Order replacement placards. Renew driver’s license, beginner’s permits, and state ID cards. Request a replacement driver’s license, beginner’s permit, and ID card if lost, stolen, damaged, or updated address. Add or update emergency contact information Ability to issue traceable temporary license plates Process permanently disabled placard renewals Virtual license plate turn in. Kiosk must provide a shopping cart payment process to allow for multiple transactions. SCDMV must be able to provide the information on demand upon customer initiating the transaction. The successful Contractor will conduct market research to deploy as many kiosks as determined necessary and place them at locations agreed upon by the Contractor and the SCDMV. Locations may include motor vehicle offices as well as other areas, including centers of business, large retail centers, and rural communities. No kiosks will be placed outdoors. Currently SCDMV plans on a minimum of 10 kiosks throughout the State. The number of kiosks may be increased or decreased during the term of the contract at SCDMV discretion. The State will not provide start-up costs. The selected Contractor will be responsible for all costs associated with this project, including the design, development, installation, and maintenance of the kiosks. In addition, the selected Contractor will be responsible for all costs associated with removal of the kiosks, during the contract if needed, and at the end of the contract. The Contractor provided kiosk system will allow for future payment methods beyond debit/credit cards. This may include payment options like Apple Pay, Google Pay, etc. These options would only be deployed at the direction of the SCDMV and upon approval from the State Treasurer’s Office. SCDMV requires a turnkey installation with SCDMV oversight.
