Under WIOA, the term ‘‘adult education’’ is defined in §203 as academic instruction and education services below the postsecondary level that increase an individual’s ability to— • read, write, and speak in English and perform mathematics or other activities necessary for the attainment of a secondary school diploma or its recognized equivalent; • transition to postsecondary education and training; and • obtain employment. The funds awarded under this RFP are to be utilized by successful Applicants to operate one or more programs providing services or instruction in one or more of the following categories, which may include— • adult education, • literacy, • workplace adult education and literacy activities, • family literacy activities, • English language acquisition activities, • integrated English literacy and civics education, • workforce preparation activities, or • integrated education and training. These programs are limited to participants who have attained the age of 16 years of age and who are not enrolled [or required to be enrolled] in secondary school under State law; and who— • are basic skills deficient; • do not have a secondary school diploma or its recognized equivalent, and have not achieved an equivalent level of education; or • are English language learners. Applicants should provide the information requested below, as applicable, for each program for which they seek an award of funds under this RFP.
