Any proposed solution shall meet or exceed the following requirements. 1. Clearing Account - A clearing account must be provided as part of any proposed solution, on which all disbursements of the county may be made. 2. Positive Pay - The clearing account must be equipped with positive pay, which matches each disbursement with information provided by the county to confirm each disbursement’s legitimacy. The following information should be verified for each disbursement: date, amount, payee, and number. 3. ACH and Wire Transfers - The banking institution should be capable of sending and receiving ACH and wire transfer transactions. Appropriate filters or verification measures must be in place which allow for White County to authorize any such disbursement before it is processed. 4. Internet Banking - The banking institution should have a robust internet banking feature which allows for White County to easily access and view all banking transactions. Multifactor authentication is a preferred security method of White County. 5. Account Transfers - White County must be able to easily, and securely, transfer funds between accounts at the banking institution.
