Purpose The City of Lakeland is seeking a professional engineering firm to provide construction engineering and inspection (CEI) services for the Oliver Creek Sanitary Sewer Interceptor project which will reroute wastewater currently flowing to City of Memphis to the City of Lakeland Scotts Creek Wastewater Treatment Plant (WWTP). The City will be utilizing American Rescue Plan (ARP) and State Revolving Loan (SRF) funds for the construction of the new interceptor. Due to the different funding sources, the City will bid the construction in three separate contracts. Scope of Services The Consultant shall be capable of providing any and all of the following items in order to provide complete construction engineering and inspection services. Conduct the Pre-Construction Conference. Inspect and document all work activities performed by the Contractor to ensure compliance with all project plans and specifications and in accordance with all applicable federal, state, and local laws, regulations, rules, requirements, and policies. Review and respond to contractor’s Requests for Information (RFI). Review and approval of all necessary shop drawing and product submittals. Review construction Change Orders and prepare necessary documentation required for Change Orders. Monitor and review material testing including, but not limited to, gradation analysis and density testing of earthwork, base stone, asphalt, structural backfill, and pipe backfill. Maintain a geotechnical engineer on staff to advise and consult related to earthwork activities including recommendations for unsuitable soils. Perform Erosion Protection and Sediment Control (EPSC) inspections twice weekly. Prepare and submit the Notice of Termination form upon completion of work.
