The JCDA and the City are seeking a developer to assume responsibility for the redevelopment of the John Sevier Center and the Downtown Centre Hunden has been working with the JCDA and the City on a detailed feasibility study, market opportunity assessment, and financing analysis which resulted in this redevelopment opportunity of the John Sevier Center and Downtown Centre Hunden, on behalf of the JCDA and the City are inviting development teams to creatively evaluate the opportunity, which may include uses in addition to those described in this RFQ While the primary focus is the John Sevier Center, Hunden, the JCDA, and the City believe it is advantageous for the developer to undertake the development of both buildings at the same time The developer will be expected to conceive of a concept for the redevelopment of the John Sevier Center and the Downtown Centre that is creative and consistent with the goals set forth by the JCDA and the City The developer will be responsible for fully managing the redevelopment process for the John Sevier Center and the Downtown Centre, including the design, construction, financing, operation, and ownership of the Project Elements of the development process will be subject to the approvals by the City The JCDA and the City have identified public funding tools that are available to support the private sector’s financing of the project Financing mechanisms that have been identified for the Project include state and federal historic tax credits, New Market Tax Credits, Qualified Opportunity Zone benefits, Tax Increment Financing (TIF) district revenues, and a local Façade Improvement Grant Additional detail will be provided in the RFP.
