Summary of Specifications:
Bexar County is in the process of replacing its Legacy Criminal Justice Applications which span and contain over thirty (30) years of Court and Criminal Justice Information. Bexar County’s Legacy environment is currently a case centric environment and there is a desire for Bexar County to migrate to a person centric system in a loosely coupled Service Oriented Architecture using the latest Microsoft technologies to accomplish this task. (a) The County Integrated Justice System shall use a phased approach and each Respondent will supply with its proposed system a high level work plan and schedule of events and deliverables with associated costs. (b) Respondents shall propose a Work Plan that does not exceed a timeline of forty-eight (48) months from contract execution through final acceptance. (c) Respondents shall include a work plan that outlines its staff availability and allocation for on-site work as well as tasks and processes to be completed off-site. (a) Each Respondent will provide an Enterprise License for their product(s) and shall not present any option that requires an individual end user license. (b) Respondents will propose a Project Plan to install, configure, customize (if needed) and make operational its proposed software/system to meet the needs of a fully Integrated Court Case Management System. (c) Respondents proposed software/system should contain functionality for: 1) Document Management (Scan and Retrieval), 2) Accounting functionalities with General Ledger capabilities that are GAAP & GASB34 compliant, 3) Event Management, 4) In-Court Processing, and 5) Integrated Forms Generation and 6) Word Processing utilizing MS Word 2007. 7) The proposed system will use Web Services and industry standards, to provide integration with external agencies, such as (but not limited to) law enforcement, state reporting agencies, Texas Online and Office of Court Administration (OCA). All integrations will be compatible with and utilize BizTalk 2009. (d) The proposed system will be customized and configured to meet the functional requirements of the Technical and Functional Requirements posted within this request for proposal and demonstrated in oral interviews of accepted Respondents
