SCOPE OF WORK
In preparing a response to this Request for Qualifications (RFQ), the Consultant Engineer shall address the following specific components that should be included in the scope of work. The final scope of work will be coordinated with the City staff and the selected Consultant Engineer. The firm hired is to provide on call related engineering, planning, CIP transportation planning and architectural services, including but not limited to the following areas:
a. GENERAL SERVICES-.
1. The Consultant Engineer shall be capable of performing numerous disciplines such as planning, development review, surveying, general civil engineering, landscape design, architectural design, geotechnical analysis, ADA compliance review, construction management, structural engineering, environmental reviews, floodplain management, construction inspection, or at a minimum have the ability to coordinate with firms that provide such services.
2. The Consultant Engineer may, as needed, manage capital projects with regard to engineering, budget and cost management, compliance with state and federal regulations, contract administration, construction management, construction engineering and inspection, and quality assurance, material testing, and project closeout.
b. DEVELOPMENT REVIEW - The Consultant Engineer will provide technical review of and answer inquiries relating to a variety of projects including subdivision plat and construction plans, right- of-way management, site development, building construction, infrastructure extension and improvements, water, wastewater, drainage and stormwater management, floodplain development, planned unit development and other related projects to be developed in the City and extraterritorial jurisdiction, to ensure that such conform to City Codes and all State and Federal regulations. Review process to be completed within fourteen (14) calendar days upon receipt.
1. Attend bi-weekly development review committee (DRC) meetings as requested by the City (all meetings to be held in conjunction with the weekly trip to the City unless otherwise requested by the City and scheduling is agreed upon with Consultant Engineer.
2. Attend a pre-application and/or pre-design meeting with applicants as requested by the City, such meetings are to provide applicants with necessary criteria and guidelines to be used in preparing applications and plans. All meetings to be held in conjunction with with the weekly trip to the city unless otherwise requested by the City and scheduling is agreed upon with Consultant Engineer.
c. PLANNING- The Consultant Engineer will provide technical expertise and assist in planning initiatives such as comprehensive planning, future land use planning, water, wastewater, drainage and stormwater management planning, special area planning, and other related projects..
1. The Consultant Engineer shall make recommendations regarding regulations and ordinances pertaining to engineering, planning, and development matters.
2. Assist City staff with processing Plat/Zoning/Variances/Annexation Studies/Building Site Plan Applications as requested by the City.
3. Review applications that are assigned by City for administrative completeness
4. Review applications for general compliance with City’s Development Codes and Ordinances and Master Plans.
d. DRAINAGE REVIEW – The Consultant Engineer will perform drainage reviews of site development for conformance to City’s Drainage Master Plan within the City limits as required by and in compliance with the City’s Unified Development Code, TCEQ regulations, and any other applicable drainage standards as those may be updated from time to time.
e. CAD and GIS CAPABILITIES – Must have computer aided drafting experience and software (preferred software – BLUEBEAM) and geographical information system experience and capabilities that are compatible with City’s systems and will, upon request, provide electronic files to the City.
f. WORK PRODUCT, REPORTING, and COMMUNICATION – The Consultant Engineer is expected to provide the City with copies of all work products without limitation, to include email correspondence, reports, analyses, correspondence, plans, drawings, and any other document produced in connection with the relationship with the City in printed and electronic form as requested. The City shall own all rights, title, and interest, including all copyrights and intellectual property rights to all documents that are created in connection with the consultant’s relationship with the City.
g. OTHER CONSIDERATIONS - The scope of work to be performed by the Consultant Engineer for various City projects may include engineering services relating to the planning, preliminary engineering, and construction engineering of projects. A detailed Scope of Work will be provided for specific projects. Services to be provided may include some of, but not limited to, the following:
1. Prepare preliminary project costs
2. Assist the City in the financial planning for projects
3. Meet with the City and representatives of local, state, and federal agencies as necessary
4. Perform surveys and assist in negotiations for land rights when required
5. Attend public meeting and/or conferences with the City and representatives of other agencies and interested parties
6. Advise and assist City officials with periodic review, editing and modification of subdivision and zoning regulations. Attend public meetings and provide input to meeting participants as needed.
7. Provide construction staking as required
8. Provide material testing as required
9. Assist with preparation of environmental review records or impact statements
10. Assist the City with property surveys, property plats, legal descriptions, and other items necessary for negotiating for land rights and easements as required
11. Furnish consultations necessary to correct unforeseen project difficulties after City accepts work
12. Review of engineering plans submitted for new subdivisions including drainage, storm run-off, sewer, and septic systems
13. Review of engineering plans for constructability and compliance with City requirements for any large commercial facilities planned in the City per City approved State and local standards
14. Floodplain Management engineering review and interaction with FEMA and TxDot including possible preparation of LOMA / LOMR process.
15. Prepare / Manage / Attend pre-construction meets and regularly scheduled construction meetings
h. The Consultant Engineer will provide up to 16 hours per week on site and remote per contract agreement. See attached sample contract template for review as Exhibit A-Professional Services Contract.
i. Consultant Engineer shall typically be at City’s offices one-two days per week as requested by the City . The remaining hours per week of the consultant engineer’s time will be flexible to meet the needs of the City, either being spent in the City’s offices or remotely. The specific schedule for the City office days will be determined and mutually agreed to by the City and Consultant Engineer. During the duration of the contract, these days may be modified by mutual agreement.
j. Attend meetings at the City’s request with entities such as TXDOT, NCTCOG, Dallas County, NTMWD and surrounding communities to provide input on engineering issues. Engineering Services must include work necessary to ensure that project will meet federal, state, and local laws, permits and regulations including USDOT, TXDOT and NCTCOG requirements.
k. Provide site observation of City projects under construction and prepare site visit documentation.
l. Shall assist City with engineering services related to street and roadway improvements per City’s Capital Improvement Plan (CIP) and transportation plans.
