Description

PURPOSE: The City of Leander, herein after “City”, seeks an agreement with a qualified Individual, Firm, or Corporation, herein “Respondent”, to provide a Transportation Master Plan for the City of Leander. The City is seeking Statements of Qualifications (SOQ) from qualified transportation planning and engineering consulting firms. The City’s intent is to enter into a professional service contract with an experienced engineering firm to update and develop the Transportation Master Plan.
SCOPE OF WORK:

The Transportation Master Plan shall encompass vehicular, pedestrian, bicycle, and transit movements. The project scope of work shall include but not be limited to the following:

Review and assessment of available data and studies including, but not limited to, the Comprehensive Plan; Future Land Use Plan; Zoning Map; current Transportation Plan; Thoroughfare Map; Pedestrian & Bicycle Map Parks, Recreation, & Open Space Master Plan; and current Transportation Capital Improvements Plan.
Identification of existing conditions and projections for City, extra-territorial jurisdiction (ETJ), and County areas.
Review of and coordination with the long-range transportation improvement plans of both Williamson County and Travis County.
Data collection such as population, sidewalk inventory, traffic counts, etc.
Review and coordination with Texas Department of Transportation (TxDOT) plans for the local area.
Assisting in the development of a Capital Improvement Plan that identifies need, prioritization, and cost estimates for operations and/or physical transportation improvements to the City’s transportation system for motor vehicles, bicycles, and pedestrian mobility.
Review of, and recommendations to, transportation systems new current and proposed Leander Independent School District (LISD) campuses and other critical locations within the City.
Review of, and recommendations relating to, one-way streets and other areas with non-standard traffic movements, street cross sections and/or parking issues.
Review of applicable local, state, and federal regulations related to transportation and recommended changes to local rules.
Public outreach (as required) – anticipate a minimum of one open house or public forum to concerns and at least one final presentation to the City Council.
Utilization of a tried and true methodology and approach to establishing and creating the Transportation Master Plan. City seeks to utilize best practices and lessons learned from successful Respondent’s past projects.

The completed Transportation Master Plan shall be consistent with the various adopted City plans.
