The City of Taylor (Owner) will receive Bids for the construction of the following Project:
3rd Street Reconstruction
Bids for the construction of the Project will be received at the City of Taylor City Hall, Utility Billing
Drive Through (north side of the building), located at 400 Porter Street, Taylor, TX 76574, until
Tuesday May 12, 2020 at 2:00 PM local time. At 2:15 PM the same day, the Bids received will be
publicly opened and read via Webex video conference. The Bids shall be sealed. The drive
through window hours are 8:00 am to 5:00 pm Monday through Friday. There is not an afterhour
drop off location. The project name and Contractor’s name shall be identifiable on the

The Project includes the following Work:
Reconstruction of 3rd Street between Shaw Street and Davis Street. The scope of work, in
general, consists of removing existing pavement, replacing water and wastewater utilities,
installing culverts, grading, lime treatment of subgrade, placing base material, placing asphalt
pavement, constructing sidewalks, installing driveways, installing erosion control, signing,
and pavement markings.

The estimated total construction budget for this project is $1,500,000.
Each Bid must be accompanied by Bid Bond made payable to Owner in an amount of five percent
(5%) of Bidder’s total amount Bid. A certified check or bank draft payable to the (Grant Recipient’s
name) or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid
Bond.
The federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the
US Department of Labor and contained in the contract documents, must be paid on this project.
In addition, the successful bidder must ensure that employees and applicants for employment
are not discriminated against because of race, color, religion, sex, sexual identity, gender identity,
or national origin. Adherence to the Section 3 Policy is required for contracts and subcontracts
in excess of $100,000.

The City of Taylor reserves the right to reject any or all bids or to waive any informalities in the
bidding. Bids may be held by the City of Taylor for a period not to exceed 60 days from the date
of the bid opening for the purpose of reviewing the bids and investigating the bidder’s
qualifications prior to the contract award. All contractors/subcontractors that are debarred,
suspended or otherwise excluded from, or ineligible for participation on federal assistance
programs may not undertake any activity in part or in full under this project.

General contractors are invited to attend a non-mandatory pre-proposal Webex video
conference for this project. The pre-proposal conference will be held via Webex on Tuesday
April 21, 2020 at 2:00 PM local time. There will not be an in-person pre-proposal conference. At
