The City of Victoria, Texas (the “City”) is requesting qualifications from qualified firms (hereinafter “Respondent(s)” or “Financial Advisor(s)” or “FA”) to provide Financial Advisor Services to assist the City in the management of its debt program and the design and issuance of debt obligations such as bonds, certificates, tax notes, and other financial instruments as may be required. Financial Advisor Services include, but are not limited to, quantitative analysis, evaluation and presentation of financing options, provision of timely credit market information, preparation of offering documents, advice and assistance with the issuance, sale and delivery of debt instruments, as well as, attending meetings and the provision of ongoing services after the successful delivery of a debt issuance. The City is seeking a firm to provide comprehensive recommendations and to assist the City in complying with applicable laws and regulations relating to past, present, and future borrowings.
Types of financings that may be effectuated include, but are not limited to:
•General Obligation Bonds
•Certificates of Obligation
•Water & Sewer System Revenue Bonds
•Municipal Drainage Utility System Revenue Bonds
•Venue Tax Revenue Bonds
The purpose of this RFQ is to establish a vendor pool of the best-qualified respondents to the City of Victoria. This pool will be retained for a five (5) year period. The highly qualified vendor pool will be a list of approved firms for the City of Victoria. Award of a vendor pool contract does not in-and-of-itself entitle the selected firm(s) to any work of the City or payment from the City but instead provides the City with a list of qualified firm(s). The City reserves the right to select one firm as its financial advisor for all transactions. Upon receipt of the SOQs by the stated deadline, the City’s designated selection committee will evaluate the respondents’ qualifications and qualify them for a vendor pool based on the following criteria. The City’s selection committee may interview a short list of highest qualified firms. Once the City has qualified the vendor pool the City will select different vendors from the pool to complete projects as needed.
