Dallas County (“County”) is issuing a request for proposal for a construction manager at risk to provide pre-construction and construction services for the one-time new construction of the Fire Station and Home Chemical Collection Center. The construction manager at risk (CMAR) will be contracted directly with the County and is expected to aid the County and its representatives prior to construction by offering pre-construction services, budgets, schedules, and constructability advice during the project planning and design phases. The CMAR then converts from an advisory role to the contractual role of the general contractor. The estimated budget for the project is $20 million dollars and the entire construction period is expected to take 16 to 18 months.
The Dallas County Fire Station and Home Chemical Collection Center buildings are going to be built on a 9-acre site, at 2801 S. Beltline Rd, Dallas, TX, with a minimum requirement to meet the Leadership in Energy and Environmental Design (LEED) Silver certification. The fire station will replace an existing facility, and the new station will include 5 full bays, living quarters to accommodate 3 shifts of 6 firefighters, and a storm shelter. The Home Chemical Collection Center will be approximately 14,500sf and have an extensive storage area for flammable and toxic materials, a battery storage area, and 3 drive through bays for the public to drive by and drop off hazardous household items. Both buildings will be built with insulated rough faced concrete masonry units, acoustical ceilings, concrete flooring and luxury vinyl tile flooring, brushed aluminum windows, and standing seam roofs. The fire station will also have accent glulam beams in the dining and dayroom area. The apparatus bay in the fire station and the drive through bays in the Home Chemical Collection Center will have open web steel joist systems with concrete masonry units to add color and style. These units will be standardized but will still create an aesthetically pleasing environment. The fire station will also have separate fleet parking and a pre-engineered metal building with an open carport structure to park the fleet vehicles. Both these buildings will have their own generators to keep them operational. The fire station will have an above ground 8000-gallon fuel tank with fuel dispenser to refuel the fleet vehicles.
The site has its challenges on the project as it drains primarily towards the center of the lot. It was previously utilized by a concrete or construction materials plant and the grade varies depending on the location. Based on the geotechnical report, the existing fill was encountered from 2 ft to 22ft below the existing ground surface. Since there is no evidence that this fill was placed under any engineering supervision with compaction, the soil is considered an uncontrolled fill. This is not suitable for direct support of floor slabs and slab foundations so the structural engineers have proposed a slab on void system on piers for these buildings. The site has a lot of trees towards Beltline Road and as a buffer towards the residential area along the north side. All effort has been taken during the design to protect as many existing trees as possible.
Because the site faces a curved street, visibility is a concern, and a signal will be added at the fire station entry. The site has a narrow street frontage which creates challenges for exiting and entering the site. We are currently at 95% construction documents.
Prices will be good for 120 days
