2025-012-7037 - Integrated Mosquito Management for Arboviruses

Dallas County is requesting bids from qualified integrated mosquito and vector management control firms engaged in the scope of services covered by this invitation for bid (IFB). Firms must possess the qualifications, experience, and capacity to assist and support the Dallas County Mosquito Control Program and its partners with efforts to conduct integrated mosquito management (IMM) of West Nile Virus (WNV), and other emerging mosquito-borne diseases.  The awarded contractor will respond to such mosquito-borne diseases with surveillance, source reduction, and insecticide applications.  Surveillance will occur weekly regardless of human cases. Additional surveillance, source reduction and insecticide application will be in response to human disease cases.

The vendor must be flexible with control measures, using best management practices adapted to meet the unique nature of each neighborhood that is targeted for vector management.  It is the intent of Dallas County to enter into a five-year service price agreement for complete IMM of WNV and other emerging mosquito-borne diseases. The vendor will be responsible for all labor, materials, and supplies needed for vector surveillance and mitigation services.

The objective of this IFB is to reduce the public health risk of arboviruses to Dallas County residents and those in surrounding municipalities by implementing IMM procedures including, surveillance, source reduction, and applications of larvicide and adulticide in a timely, efficient, efficacious, flexible, responsible, and cost-effective manner. Through the utilization of ground spraying services, Dallas County’s focus is to reduce the mosquito and other vector populations, promote awareness of vectors and vector-borne diseases, and decrease health risks to the residents.
