Dallas County Health and Human Services (DCHHS) is requesting proposals from experienced and qualified firms or individuals to assess and evaluate ongoing capacity and delivery of rapid antiretroviral therapy (ART) to persons with Human Immunodeficiency Virus (HIV). The purpose of this Request for Proposal (RFP) is to establish a five-year service price agreement to provide:

An implementable and actionable report that details the following:

Assess baseline capacity for delivery of Rapid ART
Development of model for Rapid ART Implementation based on National Clinical Guidelines (https://www.hivguidelines.org/guideline/hiv-art-rapid/)
Design learning collaborative to educate client about Rapid ART

Implement and execute a learning collaborative based on the report outlined above.

This effort is to support implementation research on the rapid or immediate initiation of HIV ART for persons newly diagnosed with HIV or for persons with HIV returning to care in local health systems, clinics, hospitals, jails, emergency departments and public health agencies. The rapid ART model, defined as immediate diagnosis, linkage to care, and ART initiation on the same day as a new HIV diagnosis or return to care, should offer an accelerated entry into HIV medical care. Rapid ART confers a higher rate of engagement in care, reduces the time to viral suppression, and improves morbidity and mortality in persons with HIV.
