Hays County (“County”) on behalf of the Hays County Sheriff’s Office, in accordance with Section 351.0415 of the Texas Local Government Code, is requesting proposals from qualified vendors to provide inmate commissary sales at least once a week (unless county, state, or federal holidays intervene), overnight delivery, technology and service at the Hays County Law Enforcement Center located at 1307 Old Uhland Road, San Marcos, TX 78666. It is the Hays County Sheriff’s intent to select only ONE company to provide the equipment, sales and service specified.
The Hays County Sheriff’s Office is currently seeking a professional service vendor who can fulfill all obligations of this RFP and provide a fully automatic Commissary Service inclusive of all computer hardware and software that will integrate with the County’s existing Jail Management System (Tyler Technologies-Odyssey). The Sheriff’s Office is currently operating a jail facility utilizing a centralized booking and release system. Proposers are to provide all labor, supplies, and equipment required to run a jail commissary cart service for a total current maximum population of 362 inmates with a daily average of 320 inmates. The maximum population may increase to 600 within the year after the dormitory construction is complete.
