The Fort Bliss MICC, is conducting market research to determine if any Small Business, SDVOSB, HUBZone, EDWOSB, or 8(a) Small Business concerns have the current relevant qualifications, experience, personnel, and capability to perform the work described herein.
The contractor shall provide for all provisions to include but not limited to Pressure Washers for EUCOM AGWASH
1. GENERAL: This is a non-personal service contract under which the personnel rendering the services are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States (U.S.) Government shall not exercise supervision or control over the Contractor’s employees performing the tasks herein. Such contract employees shall be accountable solely to the Contractor who, in turn shall be responsible to the U.S. Government.
1.1 Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Latrine and Handwashing Support as defined in this PWS except for those items specified as Government furnished property (GFP) and Government furnished services (GFS). The Contractor shall perform to the standards in this contract.
1.2 Background: Deployment to EUCOM requires strict Customs cleaning procedures for equipment going overseas. All equipment going overseas is required to be sprayed down with AGWASH solution to sterilize the equipment from all environmental elements. Pressure washers will be used to apply the AGWASH solution. AGWASH solution will be mixed with water in washer holding tank and then applied to equipment.
1.3 Objectives: Basic service objective is to have the Contractor deliver and provide maintenance as required for four (4) gas powered pressure washers with external fuel tank.
1.4 Scope: Contractor shall provide non-personal services in delivery and pickup for a total of four (4) gas powered pressure washers with external fuel tank for the duration of the contract. Period of Performance is 07 August 2024 - 20 September 2024. The Contractor shall accomplish the delivery of the pressure washers with all functioning parts to the provided address. Pressure washers must come with an external holding tank for mixing AGWASH solution with water. A towable pressure washer with integrated holding tank is preferred. In the event that the pressure washer is not towable, contractor will be responsible for setting up and hooking up external holding tank.
1.5. Period of Performance: The period of performance (PoP) shall be a total for four (4) weeks on Fort Bliss TX, 79916 for the duration of the contract.
The estimated cost is between $10,000. and $20,000.
All qualified Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement.
The Government anticipates a contract award for these services in 7 August – 20 September 2024. The appropriate NAICS Code is 532310 General Rental Centers with a size standard of $9.0 million.
(However please advice if you can provide a better NAICS that better fits this requirement)
FAR Clause 52.219-14, Limitations on Subcontracting, will apply to this contract and be strictly enforced.
It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following:
- Examples of projects worked within the last five years of similar size, scope, complexity and duration as the work indicated. State whether your firm worked as a prime or subcontractor, contract value, brief description of how the referenced contract relates to the work described and provide an agency or owner point of contact. How you would manage subcontractors, to ensure timely delivery of quality work.
- Evidence to establish your company's standing as a SDVOSB, HUBZone, EDWOSB or 8(a) small business concern, under applicable NAICS.
- Evidence to establish your company's standing as a SDVOSB, WOSB, HUBZone or 8(a) small business concern under applicable NAICS.
- Describe how you will provide a fair market price given the geographical location of this project.
- A positive statement of your intention to submit a proposal for this requirement if set-aside for your socio-economic group.
The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing expertise and experience in relation to this procurement. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist the Fort Bliss MICC, in tailoring its requirements to be consistent with industry standards.
