Basic Services Comprehensive Professional Services for the identification, management, and removal of Asbestos Containing Materials (ACM) from various school campuses, which may also include inspections and remediation of Mold/Indoor Air Quality (IAQ) issues. Consulting Services Compliance & Regulatory Guidance Direct and advise the Owner on the proper implementation of all applicable Federal, State, and Local Asbestos Regulations, including but not limited to: OSHA Asbestos Standards. EPA Asbestos Hazard Emergency Response Act (AHERA). National Emission Standards for Hazardous Air Pollutants (NESHAP). Texas Department of State Health Services (DSHS) regulations. Provide ongoing consultation to ensure all legal obligations and best practices are met throughout the project duration. Asbestos Surveys & Inspections Conduct comprehensive asbestos surveys at all identified sites using licensed asbestos inspectors, providing detailed reports of identified ACM, and any associated hazards. Collect bulk samples for laboratory analysis to identify asbestos concentrations and categorize risk levels. Prepare updated asbestos management plans for the Owner, detailing both immediate and longterm maintenance needs for identified ACM Construction Documents & Specifications Prepare detailed construction documents including building plans, technical specifications, and scope of work for the asbestos abatement, to be used for bidding and as part of the final removal. Ensure all plans reflect the specific conditions of each campus, as well as the required remediation methods. Develop project-specific abatement protocols to ensure safe and compliant removal of ACM, minimizing disruption to school operations and ensuring the safety of students and staff. Incorporate Mold and Indoor Air Quality (IAQ) remediation measures into the project documents, where applicable. Contractor Selection Assistance Assist the Owner in the procurement process, including preparing Request for Proposals (RFPs) for licensed asbestos abatement contractors. Organize and conduct a Pre-Bid Conference to clarify project specifications and expectations to potential bidders. Assist with the Bid Opening, Bid Analysis, and provide recommendations to the Owner for contractor selection. Support the Owner in negotiating contract terms to secure the best value for the project. On-Site Project Management & Monitoring Provide On-Site Full-Time Independent Air Monitoring Technician to: Collect personnel and area air samples daily. Ensure compliance with permissible exposure limits (PELs) for asbestos. Conduct and document final air clearance tests. Provide On-Site Full-Time Licensed Asbestos Abatement Project Manager to: Oversee and manage the abatement process, ensuring compliance with all project specifications and regulatory requirements. Conduct regular inspections to verify contractor adherence to abatement plans and safety standards. Maintain detailed records of all abatement activities, including daily logs and incident reports.
