Business Model (private, public, hybrid…) ii. Design iii. Funding b. Perform a SWOT(strengths, weaknesses, opportunities, threats) analysis of the options c. Recommend the best option set for the County d. Create a strategic plan for implementation and operation for chose option e. Create a cost estimate for the recommended option 4.
