Create an asset map of broadband resources within Brazoria County suitable for integration into Brazoria County’s GIS systems 5. Gap Analysis – Combine all elements of the AS IS state to produce a representation of what is required to reach the recommended TO BE state. Development of Strategic Plan 1. Resiliency g. Utilization of Existing Infrastructure 2. Develop a Network Design Diagram a. Include capacity requirements for backhaul and middle mile to support a more connected community b. Include an assessment of regulatory and geographic barriers for network development 3. Analysis of Options a. Identify options for network implementation i. Business Model (private, public, hybrid…) ii. Design iii. Funding b. Perform a SWOT(strengths, weaknesses, opportunities, threats) analysis of the options c. Recommend the best option set for the County d. Create a strategic plan for implementation and operation for chose option e. Create a cost estimate for the recommended option 4.
