Specifications include, but are not limited to: Expand the availability of high-quality citizenship preparation services for lawful permanent residents in the City of Dallas. Activities that support this goal include: applying best practices identified in citizenship preparation; increasing the use of and access to technology in citizenship preparation programs; working with the Dallas Public Library’s branch libraries, the City of Dallas 311 and other departments which serve as vital resources for immigrant communities; and working collaboratively with existing citizenship service providers in Dallas, for maximum impact.; Outreach, recruitment, and marketing strategies to citizenship-eligible individuals – Program activities shall include coordinated community-based outreach for recruiting eligible citizenship applicants. Strategies for outreach shall be described in the proposal template. Outreach efforts must include City of Dallas departments as well as demonstrate how efforts will be conducted among diverse populations and multiple languages. Contract recipients shall coordinate coverage at myriad community opportunities to promote the #MyDallas Citizenship program.; Legal screenings to determine citizenship eligibility – Comprehensive legal screenings shall be conducted by contract recipients to determine the eligibility for naturalization of individuals seeking service.; Coordinate legal services to file the N400 application - Individuals found eligible for naturalization should be scheduled immediately to receive pro-bono legal assistance to file N400 application. This could be done through an individual appointment or at a workshop planned collaboratively with WCIA and all contract recipients, hosted virtually or following CDC recommendations for gatherings for COVID-19. Innovative strategies including embedding legal services into existing systems, technology, mobile apps or virtual services are encouraged.; Post-screening referrals with effective follow up to: Citizenship education providers for individuals needing preparation help – Individuals needing educational services (ESL, Civics etc) should be provided a “warm” referral to a community partner appropriate to the service needed. The referral should be followed up upon to ensure follow through.; Authorized legal service providers for individuals with complex immigration histories - Individuals found to have complex immigration histories should be referred for individualized assistance to a DOJ program or attorney depending on the nature of the issues identified. The referral should be followed up upon to ensure follow through.; Volunteer recruitment and training - Volunteers will be integral to the citizenship services program’s success. Contract applicants should identify current volunteer involvement and how they will expand volunteer capacity and volunteer training.; Convening and planning with citizenship counterpart programs to coordinate efforts – Contract applicants shall be available to convene and coordinate with citizenship counterparts and City departments to conduct citizenship services and convene thereafter on a quarterly basis to evaluate efforts and discuss trends.; Data gathering and management – WCIA will provide a reporting tool, to be submitted on a quarterly basis, containing the following information: Outreach and Volunteer Recruitment - Contract recipients should maintain individual records of outreach efforts and volunteer recruitment and report to WCIA on a quarterly basis.; #MyDallas Direct Citizenship Services Data – Contract recipients should report non-identifying data to WCIA of individuals assisted on a quarterly basis.; Final close out meeting with WCIA – Contract recipients will convene after the final report is submitted to evaluate efforts and close out contract
