WFSCA is seeking Commercial Insurance Brokerage Services to accurately and thoroughly assess WFSCA’s risk exposure, research, and analyze insurance options that provide the best coverage to meet our needs. The Broker will update WFSCA on changes in the insurance industry. The contracted broker must document and provide the WFSCA solicitation process used in obtaining quotes for each line and its renewals. Full and open competition affects many areas of procurement, including, but not limited to: a) Taking care not to define the business need in a manner that restricts competition. b) Impartiality of persons involved in the procurement. c) Scrutinizing requests to conduct noncompetitive procurements. d) Development and use of a bidders list to notify interested entities about opportunities. e) Development of solicitation specifications and technical requirements. f) Clarity of the purpose and statement of work. g) Adequate time permitted for suppliers and potential offerors to respond. h) Secure handling of quotation and offers. i) Recommendation based on selection process using cost-analysis established criteria. j) Provision of all declinations with written explanation of inability to offer coverage. k) Negotiations
