a. Grimes County (County) is located in southeastern Texas within one hour of Houston, Texas and within 30 minutes of Bryan/College Station, Texas. Most of the County is rural farm, pasture, and ranch land with developed areas near Cities and State Highways. County Roads are constructed with flexible base, rock, gravel, or dirt with some asphalt paved or chip-sealed roads. b. The County invites qualified firms to respond to this request for proposal (RFP) by providing their qualifications and experience for consideration to provide debris monitoring and disaster/recovery-related consulting services 1) to assist with recovery from the April/May floods (DR-4781) and Hurricane Beryl (DR-4798) and 2) on an asneeded basis for future disaster events. The County reserves the right to make multiple awards from this RFP to serve on standby for any natural disasters, incidents, emergencies, etc. (Event) that may occur during the contract term. There is no guarantee of work for any awarded vendors (Vendor, or Consultant) as the nature of Events are unknown. c. The Consultant shall assist in the monitoring of disaster debris collection and disposal operations on behalf of the County, ensuring compliance with Federal requirements and applicant debris management plans as related to contractor oversight, truck measurements, load ticket preparation and issuing, report preparation and project administration. The Consultant shall provide all contract compliance, management, supervision, labor, transportation, inspection, and equipment necessary to initiate load tickets at debris loading sites, estimate the volume of debris (in cubic yards) being delivered by trucks to each debris monitoring/disposal site, and support the operations of the field supervisor(s), debris loading and tower/site monitors, and clerical staff. a. Debris removal, monitoring services, and debris site management will operate approximately 12 to 14 hours per day, 7 days per week. d. All debris monitoring activities and services provided shall comply with FEMA guidance at the time of Event and local, State, and Federal regulations. e. Consultant shall assist, as needed, with emergency management planning, training, and staff/equipment augmentation as well as grant management consulting services. f. The County encourages participation of small, minority-owned, disadvantaged, and woman-owned business enterprises in the procurement of goods, services, professional services, and construction, either as a vendor, general contractor or subcontractor. It is further requested that whenever possible, majority vendors that require sub-vendors, seek qualified small, minority-owned, disadvantaged, and woman-owned business enterprises to partner with them.
