Dallas ISD is accepting competitive proposals from qualified Internet Access Service Providers to provide Dedicated Internet Access Service for a total of 200Gbps to two separate points of demarcation provided over two 100Gbps circuits to two Dallas ISD data centers. The purpose of this Request for Proposal (RFP) is to provide a standard from which to evaluate proposals and to determine which, if any, best meets the needs of Dallas ISD as defined in this document. The district desires robust competition and is willing to consider alternative solutions that will meet the district's needs. The FCC's Queen of Peace Order (DA 11-1991) requires DISD to consider equivalent products and services and precludes the district from only considering products or services from a particular manufacturer. Further, 47 CFR Part 54.511 requires DISD to consider all submitted bids carefully and to select the most cost-effective option, with the price of E-rate eligible goods and services being the most heavily weighted factor.
