THIS IS A SOURCES SOUGHT ANNOUNCEMENT to conduct market research relative to the DoD Test Preparation Database. This SOURCES SOUGHT announcement is NOT a Request for Proposal (RFP) and the Government is not committed to award a contract pursuant to this announcement. The information from this SOURCES SOUGHT is for planning purposes only and will assist the Government in planning its acquisition strategy and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract.
General Intent
The Air Force would intend to award a single contract to facilitate this requirement. This market research is being conducted to assist in determining the best acquisition strategy for the subject service. Any information regarding contract type, commercial practices, and specifications are requested and being considered for the development of the solicitation.
This announcement is targeted for all qualified businesses that can perform the services as stated in the Statement of Work (SOW); responses from all interested parties are appreciated and accepted.
The contracted services would be for a Period of Performance of:
Base period: 01 April 2023 – 31 March 2024
Option Year 1: 01 April 2024 – 31 March 2025
Option Year 2: 01 April 2025 – 31 March 2026
Option Year 3: 01 April 2026 – 31 March 2027
Option Year 4: 01 April 2027 – 31 March 2028
Additional requirements are described in the attached Draft Statement of Work (SOW). Please note that this SOW is in DRAFT form and actual tasks required may change prior to solicitation.
Description
The Department of Defense (DoD) Libraries require a practice testing portal. Office of Primary Responsibility (OPR) for this effort is the Department of the Air Force Libraries, AFSVC/VCL, JBSA Lackland TX 78245-9854.
Database shall reside on a fully integrated platform that provides both practice tests and a suite of integrated preparation resources that are designed to support independent study, practice, and achievement necessary to succeed on official exams. In addition to practice tests, study guides, eBooks, tutorials, articles, flashcards, videos, guided courses, and targeted microlessons must also be available.
The Testing Portal shall provide practice tests for the College-Level Examination Program (CLEP), Defense Activity for Non-Traditional Education Services (DANTES) Standardized Subject Tests (DSST), military practice tests (including Armed Services Vocational Aptitude Battery (ASVAB), Air Force Officer Qualifying Test (AFOQT), Selection Instrument for Flight Training (SIFT), and the Aviation Standard Test Battery E Series – (ASTB-E), college and graduate admissions tests (including Scholastic Assessment Test (formerly Scholastic Aptitude Test) (SAT®), American College Test (ACT®), and Graduate Records Examination (GRE®)), Advanced Placement (AP®) Tests, college readiness exams (including the Test of Adult Basic Education (TABE) 11/12, Accurate Placement (ACCUPLACER), and ASSET®), ACT WorkKeys® National Career Readiness Certificate (NCRC)®, high school equivalency exams (General Educational Development (GED®) and High School Equivalency Test (HiSET®)), and career and occupational licensing and certification exams. In addition to practice tests, the Practice Testing Portal shall provide academic, personal skill building, computer literacy, and financial literacy skills building for all ages. It shall also provide a comprehensive suite of resources and tools to support job search and workplace skills for military members and their families.
The Practice Testing provider shall be responsible for all administration services of the database, data integrity, service maintenance, corrective and emergency database maintenance, preventative maintenance, data file management, backup and recovery, adaptive and perfective maintenance, and technical support necessary to deliver fully operational services.
The practice tests shall be available in three formats:
• Online
• Mobile Devices
• Downloading for Print Materials
Information Requested
The AFICC 773d Enterprise Sourcing Squadron (773 ESS) is seeking responses to the questions listed below. Please provide your responses on company letterhead to the Point of Contact (POC) identified at the end of this SOURCES SOUGHT.

- Please provide your business size status (i.e. 8(a) Business Development Small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman- Owned Small Business (WOSB) or Service Disabled Veteran-Owned Small Business (SDCOSB), Small Business, Large Business, etc.) under NAICS 611691. *If you are under the 8(a) program, please identify when you graduate from the program.
- Given the nature of the work described in the SOW, if you feel another NAICS code better fits this requirement, please identify that.
- Has your company had experience with this type of service, and/or at this magnitude in the last 5 years?
- Based on the SOW, do you have enough information to provide an accurate proposal? If not, what additional information can the Government provide to assist you in creating a more accurate proposal?
- Identify any factors that likely contribute risk or uncertainty to developing a contractor proposal for this proposed requirement. Please rate any factors you identify as either high or low regarding the degree of risk to the contractor. For the high risk drivers, please explain why the risk is high and suggest how the Air Force might mitigate or reduce this risk.
- Do any components of the SOW conflict with standard industry practice? If so, please describe.
- Would your company be interested in participating in this solicitation?
Please provide any additional questions, comments, concerns, etc. you have concerning this proposed acquisition. Provide feedback on whether the objectives, requirements, and other information presented in the SOW are clear, achievable within the proposed period of contract, and provide suggested changes, as appropriate.
