PRIVATE AUTOMATIC BRANCH EXCHANGE REPLACEMENT–
The Federal Bureau of Prisons, Federal Prison Camp, Bryan, TX intends to issue a combined synopsis/solicitation for the requirement of replacement of boiler.
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ
Number 15B50424Q00000002.
(III) This solicitation is being issued as a total Small Business Set-Aside. The associated NAICS code is 511210. The small business size standard is $38.5 Million.
The contract type is a firm-fixed price. Solicitation has been set aside for Total Small Business.
(IV) This combined solicitation/synopsis is for purchase of the following commercial services:
PRIVATE AUTOMATIC BRANCH EXCHANGE REPLACEMENT
CLIN 0001: SERVICES, NON-PERSONAL, CONTRACTOR TO FURNISH ALL LABOR,
MATERIALS AND EQUIPMENT NECESSARY TO provide all necessary equipment, labor, materials, and incidentals to replace the Private Automatic Branch Exchange located in the Control Center building. All manufacturers’ recommendations will be required to be implemented. Period of Performance: 364 calendar days after receipt of award.
With an expectation of supplies being received within 120 days

The Contractor shall be responsible for removing and replacing the current 20-20 IXP 1024 point, redundant PBX with a Cerato VCSe 1280 point redundant system to meet the following requirements:

Installation of a Cerato VCSe 1280 point redundant PBX system and ToLee VoiceMail system, replacement of SSA, IPEC EAWS complete within a one-week time frame. Includes site survey by MedTel Services Program Manager, punchdown to the MDF, installation material, Data Base Programming & Testing.
FPC Bryan staff will ensure a representative is present to allow access to all areas requested by the Contractor. It shall be the Contractors responsibility to obtain all measurements and manufactures installation recommendations.
The FBOP will occupy the site during the entire construction period. Contractor shall perform the work to not interfere with the FBOP’s operations as minimal as possible.
(VI) Date(s) and place(s) of delivery and acceptance:
Period of performance shall be: 120 calendar days after receipt of award.
Place of Performance shall be: FPC Bryan, 1100 Ursuline, Bryan, Texas 77803
CONTRACTOR TO FURNISH ALL LABOR, MATERIALS AND EQUIPMENT NECESSARY TO Remove and REPLACE existing Private Automatic Branch Exchange.
(VII) Quotes are required to be received in the contracting office no later than 2:00PM CST on
09/24/2024. All quotes must be submitted electronically via email to HBUCK@BOP.GOV.

VENDORS WHO DO NOT PROVIDE ALL EVALUATION CRITERIA WILL NOT BE ACCEPTED
QUOTES RECEIVED FROM CONTRACTORS WHO ARE NOT ACTIVE IN SAM WILL NOT BE CONSIDERED.
THE OFFEROR MUST BE CURRENLTY REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT (SAM) TO BE ELGIBLE FOR AN AWARD.

Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation.
