The HHSC Family Violence Program (FVP) seeks Applications to provide innovative, voluntary, trauma-informed non-residential direct services or community education services to unserved and underserved victims of Family or Dating Violence. 2.6 PROGRAM REQUIREMENTS All Grant Projects funded under this RFA must meet the following program requirements: 2.6.1 Service Model Applicants must describe their plan to comply with the following: A. Demonstrate that they are using, can maintain, and comply with an advocacy service model that is at minimum: 1. Voluntary; 2. Trauma-informed, and 3. Respects an individual’s needs. B. Develop training requirements for all employees, contract staff, interns, and volunteers that provide direct services to Survivors regarding the advocacy service model including the importance of and best practices for voluntary and trauma-informed services that respects an individual’s needs. C. Develop written processes to ensure that the service model is adhered to and is evaluated for effectiveness in a manner that can be shared with HHSC as requested. 2.6.2 Client Service Provisions Grantee providing direct Services must be able to serve Survivors of Family Violence, Domestic Violence, and Dating Violence and their children, within the following parameters: A. All Survivors must enter into services voluntarily and receipt of one service cannot be conditioned on another. B. All Survivors must be served without regard to their geographic location. C. Grantee shall not require victims to participate in other services as a condition of receiving shelter. D. Grantee shall not charge a fee for participating in a program or for any program-related participation costs. E. Grantee shall comply with non-discrimination requirements as required by Title 45 C.F.R. Part 1370, and as outlined in Section 2.6(4) Nondiscrimination of this RFA.
