This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solicitation number is 20223221204 and is being issued as a request for quotation.
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-07 dated Aug 11, 2021.
This is a 100% Small Business Set Aside. The associated North American Industry Classification System (NAICS) code is 212319 Other Crushed and Broken Stone Mining and Quarrying, with a corresponding small business standard of 500 employees. Only offers from small businesses will be considered for this solicitation.
Quotes shall be submitted via email to suzette.smith@ibwc.gov no later than 2:00 pm MDT, December 16, 2021. Faxed copies will not be accepted. Please include your DUNS number with your offer.

All vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e., mask and gloves). Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted.
No answer shall be binding by the Government unless submitted in writing by offeror and subsequently answered in writing by the Contracting Officer.
Unless the offeror inserts a longer period of time, proposals will remain valid for a period of 90 calendar days from the date specified for receipt of proposals.
The Government is a seeking price quote for the delivery and stockpile 60 cubic yards of 12-inch to 18-inch nominal stone riprap, which shall meet TxDOT requirements under “Item 432” for Common/Dry Riprap. The furnished stone riprap shall not exceed a maximum size of 18-inches and a minimum of 12-inches per stone.
For the USIBWC Zacarias Dominguez Facility yard at Ft. Hancock, TX, FM 1088/ 500 Port of Entry Road, Ft Hancock, Tx 79839. The Contractor shall deliver the specified quantities of material to the following locations: USIBWC Ft. Hancock/El Porvenir Bridge, Ft. Hancock, TX. 60 cubic yards. Material shall be provided as outlined in the Scope of Work.
Evaluation Factors for Award:
The Government will award a contract resulting from this solicitation to the responsible Offeror based on Lowest Price Technical Acceptable (LPTA).
Pricing: Offerors shall provide pricing breakdown for the total requirement and scope of this solicitation. Pricing shall be inclusive of all costs to include all applicable Federal, State, and local taxes. Award may be awarded without discussion, but the Government reserves the right to negotiation of a fair and reasonable price.
The Government will evaluate the Offeror's proposal to ensure that all Government requirements are met.
Payment information:
The Contractor will be paid in accordance with FAR 52.232-33 Payment by Electronic Funds Transfer – System for Award Management (July 2013). Invoices will be submitted electronically via Invoice Processing Platform (IPP).
Invoice Processing Platform
The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency.
Information concerning accessing the IPP system will be provided at time of award.
COVID-19
Contractor employees must adhere to all CDC and OSHA COVID19 requirements while on IBWC property and when participating in any type of function associated with this requirement.
Contractor must submit a basic Safety Plan addressing COVID19 with their proposal. The safety plan needs to outline safe working procedures for anticipated hazards, including a plan to contain infectious disease pursuant to CDC guidelines.
