Specifications include, but are not limited to: The Texas Education Agency (TEA) is seeking responses from qualified respondents to support the Strong Foundations grant programs, Open Education Resources (OER) pilot programs, and other programs supporting the adoption and implementation of high-quality instructional materials (HQIM) for the 2024-25, 2025-26, 2026-27, and 2027-28 school years to ultimately support Local Education Agencies (LEAs) in ensuring all students access rigorous, grade-level content and instruction every day. Programs support LEAs in aligning instructional materials, instruction, and assessment to the research on how students learn, as well as support LEAs in the adoption and effective implementation of high-quality instructional materials (HQIM). Programs include high-quality professional learning and other planning and implementation supports for teachers, coaches, school leaders, and district leaders, as well as “training of trainers” for Education Service Centers (ESCs) and other approved providers. Contractors will support both the continuous improvement and delivery of existing programs, as well as the development and delivery of new planning and implementation supports. Contractors will also support overall program and project management, as well as research and evaluation.
