The following are the minimum acceptable specifications: Offer a streaming video collection for library customers to be able to view up to 21,000 feature films, documentaries, television series, and educational video content for children and adults via a cost-per-checkout system Streaming videos with Public Performance Rights must be clearly labeled as such. Public Performance Rights should be an applicable filter when performing searches for content. Content with Public Performance Rights should be available to stream in-classroom and in-library. Content with Public Performance Rights should be approximately 50% or more of total content. Unlimited, simultaneous Houston Public Library authenticated users, both in house and remote using Houston Public Library card and PIN number using an established library-industry authentication method Access to content must be available through vendor website, app, and through streaming devices A Kids portal containing only age-appropriate content for children ages 0-8 should be accessible via direct link. Vendor must agree to allow HPL to promote these services to partner School Districts Customer support available to troubleshoot issues with the service Ability to provide usage statistics and costs to include daily, weekly, monthly, and annual breakdowns, preferably accessible by library staff Proven ability to meet customer needs Have ability to register as a vendor with the City of Houston Ability to start service March 1, 2024
