Background:
The United States Army Corps of Engineers (USACE) Engineering Research and Development Center – Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for professional helicopter services to support Fort Cavazos (Texas) with its Integrated Natural Resources Management Plan (INRMP) to provide guidance for the implementation and management of natural resources on the Installation in accordance with the Sikes Act Improvement Act.
Requirement:
The ERDC-CERL Contracting Office, intends to solicit and award a single firm-fixed price contract for periodic helicopter flight services for the Fort Cavazos Directorate of Public Works (DPW) Natural Resources Management Branch to assist in its mission to provide Non-endemic Mammal Control Services at Fort Cavazos, Texas. These services are required for the monitoring and management of wild pig populations. In collaboration with ERDC-CERL, the data from these efforts shall be used to model populations of wild pigs (as well as other game ungulate species) that are used in invasive and game mammal management planning for the installation.
The Contractor selected will be required to provide all management, supervision, personnel, tools, equipment, equipment replacement, repair parts, petroleum, oils, lubricants, fuel, and any other items necessary to perform 100 flight hours over a twelve (12) month period. This includes provision of a single turbine engine powered helicopter that can seat a pilot and up to 3 Government personnel, and provision of a meter for recording helicopter operating hours to the nearest 1/10th hour that is visible during operation.
The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 481211 (Nonscheduled Chartered Passenger Air Transportation). Capability statements from prospective sources are requested from companies that are able to perform considering the specific task breakdown above, scope and period of performance duration. for The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
This is not a small business set aside, nor is it a request for competitive quotations. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed by the date listed in this notice. All submissions will be considered.

Information received will be considered solely for the purpose of determining whether to conduct a competitive full & open or small business set-aside procurement.
