The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) has a requirement to procure professional helicopter services to support Invasive Mammal Surveys and Control at Fort Cavazos, Texas detailed in Section C of the attached solicitation document. Please reference the attached solicitation for all applicable provisions and clauses.
Offers should include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, as necessary. The overall proposal shall consist of three (3) Volumes: Technical, Contractor Qualifications, and Price.
- Volume I – Technical Functionality: Offerors shall provide documentation verifying contractor’s technical capability to meet the Government’s requirement as delineated in Section C of this solicitation. The proposal shall include the information required in FAR clause 52.212-1(b).
- Volume II – Contractor Qualifications and Experience: Offerors shall provide documentation verifying contractor qualifications. Minimum Personnel (Pilot) Qualification include: i. Federal Aviation Administration (FAA) issued commercial pilot certificate with a rotorcraft rating and a minimum of 4,000 hours of helicopter flight time. Shall have a current instrument rating, be a certified flight instructor, have an FAA issued medical certificate, and shall be rated to the type(s) of helicopter(s) used in support of this contract. Shall be required to maintain current Corridor Air Route Structure (CARS) flight altitude requirements through III Corps Flight Standards Branch. ii. Helicopter maintenance mechanic shall have a FAA issued Aircraft and Power Plant Mechanic certificate. The Contractor shall submit the mechanic’s relative years of experience on turbine helicopters and years of experience on each the type(s) of helicopter(s) used in this contract to the Contracting Officer at the time of proposal submission. iii. Pilots shall have recent experience in flying missions for aerial control of wild pigs, wildlife surveys, and wildlife habitat monitoring.
- Volume III – Price: As detailed in FAR clause 52.212-1, the offeror shall provide a total price for the Contract Line Item Number (CLIN) ON PAGE 3, SECTION B of the solicitation.
