This is a Combined Synopsis/Solicitation announcement for commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12805B24Q0348 is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05. This is a total small business set-aside and the associated North American NAICS code is 115210 - Support Activities for Animal Production and small business size standard is Classification is $11.0 million.
The USDA, Agricultural Research Service, Plains Area, in Kerrville, TX has a need for a Multiple Award Task Order Contract (MATOC), Indefinite Delivery/Indefinite Quantity Contract (IDIQ) to purchase Cattle. The Government intends to award multiple IDIQ contracts from this solicitation.
The line item will be for a Five (5) Year Ordering Period for Cattle, see Attachment 1 – Specifications. The contractor shall provide cattle as outlined in the attached Cattle Specifications. The estimated periods of performance shall be:
Five (5) Year Period from August 1, 2024 to July 31, 2029.

The Government anticipates award of multiple contracts resulting from this solicitation to the responsible offeror whose quote conforms to the specifications that will be the most advantageous to the Government in accordance with FAR 13.106-2 considering these major areas: technical acceptance and past performance. Pricing evaluation will be determined on task/delivery order level.
