Specifications include, but are not limited to: 2.2.1 The Contractor shall be experienced in Project-Based Section 8 Voucher compliance. The Contractor shall be subject to the approval of the Owner and all interested third party oversight agencies. The Contractor shall comply with all applicable federal, state and local laws, rules, regulations and ordinances when performing work under this RFP and any resulting contract. 2.2.2 The Contractor shall offer for rent and shall use its best efforts to rent the housing units in the Development. The Contractor’s Rent Responsibilities shall include, but are not limited to, the following activities: 2.2.2.1 Advertise vacancies at the Development according to the Affirmative Fair Housing Marketing Plan; 2.2.2.2 In cooperation with the Owner, develop all necessary forms including, but not limited to, pre-applications; 2.2.2.3 Establish community, tenant selection, and rent collection policies in compliance with the Land Use Restrictive Agreement related to the use of Community Development Block Grants for the project (LURA); PBV HAP Contract and all HUD requirements; 2.2.2.4 Assist prospective tenants with pre-applications; 2.2.2.5 Maintain Project-Based Section 8 Voucher waiting list at the Development to the extent permitted by HUD and PBV contract administrator; 2.2.2.6 Show applicants rental units at the Development; 2.2.2.7 Assist applicants with rental applications; 2.2.2.8 Process applications for all rental units, including prospective tenant interviews, background checks (including rental history), and employment and income verification; 2.2.2.9 Qualify applicants for rental units; 2.2.2.10 Notify applicants of status of applications; 2.2.2.11 Execute, administer, and enforce leases and occupancy guidelines; 2.2.2.12 Establish and maintain all tenant files in an orderly manner; 2.2.2.13 Collect all rents pursuant to the lease agreements and in compliance with local laws; 2.2.2.14 Input collected rents into the designated Owner software system; 2.2.2.15 Deposit rents collected into designated bank accounts; 2.2.2.16 Disburse security deposits by entering requests into designated software system; 2.2.2.17 Inspect rental units prior to move-in and upon move-out for each tenant; prepare and deliver to the Owner work order log on monthly basis; 2.2.2.18 Update the filed Affirmative Fair Housing Marketing Plan with HUD, as needed; 2.2.2.19 Recertify all tenants annually at least 120 days prior to their anniversary date or as required by the Project-Based Section 8 Voucher program. 2.2.2.20 Establish a rent schedule compliant and compatible with the Project-Based Section 8 Voucher program.
