Specifications include, but are not limited to: The Texas General Land Office (“GLO”) is requesting proposals from qualified providers to provide Relocation Assistance services associated with the GLO’s administration of Community Development Block Grant – Disaster Recovery (“CDBG-DR”) Hurricane Harvey recovery efforts in the City of Houston and Harris County. The local action plans for the City of Houston and Harris County allocated awarded CDBG-DR funding to develop and implement buyout programs to acquire and/or rehabilitate multifamily developments and other properties located in areas of severe flood risk. A portion of the allocated funding was budgeted to facilitate the relocation of permanently “Displaced Persons,” as defined in the Uniform Relocation Act (e.g., 42 U.S.C. Chapter 61 and 49 C.F.R. Part 24). In its oversight of the programs, the GLO identified various concerns with the Relocation Assistance provided by the City of Houston. To support the City of Houston and Harris County in their recovery efforts, the GLO seeks to procure a Provider to directly administer the Relocation Assistance portion of the City of Houston and/or Harris County Buyout programs or any other programs in the City of Houston or Harris County that may require Relocation Assistance (the “Program”). The GLO will consider proposals that demonstrate the ability to complete the Program within the requirements of this Solicitation and in compliance with all applicable federal, State, and local laws, ordinances, and regulations, which include, but are not limited to, the Code of Federal Regulations (“C.F.R.”), federal funding agency requirements, and applicable program rules and regulations.
