A. GENERAL INFORMATION:
1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.
1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 213112 which has a corresponding Size standard of $47M. The PSC will be C1NA. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
2. Program Details:
2.1 The Armed Services POL CP Systems have been using and installing RMUs to monitor CP systems since approximately the year 2000. The Air Force RMUs were installed at CONUS locations as early as 2016. Over the years, AFCEC CP Centrally Managed Program (CMP) has installed approximately 379 active RMUs at one-hundred and five (105) CONUS locations.
2.2 The initial roll-out of the RMUs included the installation of RMU hardware on rectifiers through contract task orders for installation/repair inclusive of initial cellular or satellite monitoring services from one (1) to three (3) years on the same contract. Now that the Air Force is looking to continue the monitoring service without re-installation of new or additional hardware, the Air Force seeks to better understand the constraints of these systems and the industry standards for providing this cellular or satellite monitoring services.
2.3 It is believed that all currently installed RMU hardware is manufactured by Elecsys, A Linsay Company. These units are primarily located in the Contiguous United States but there are some systems outside the OCONUS region, including states and countries in the Pacific and European regions.
B. REQUEST FOR INFORMATION/ SOURCES:
1. The Air Force seeks to understand the following information regarding services to provide prepaid Cellular/Satellite Data Services for Rectifier Remote Monitoring Unit (RMUs) Installed at US Air Force Petroleum Oil Lubricants (POL) Sites on Cathodic Protection (CP) Systems Protecting Fuel Tanks and Pipelines from Corrosion:
1.1 Are RMUs similar to cellular telephones in that the provider of the hardware is the only company capable of providing cellular or satellite services unless the hardware is “unlocked?”
1.2 Are there 3rd party or authorized retailing firms or companies capable of providing cellular or satellite monitoring services to Elecsys hardware currently? If so, how?
1.3 What capabilities exist to provide this remote monitoring outside the contiguous United States using existing hardware?
1.4 What additional capabilities should AFCEC be aware of regarding RMU pre-paid cellular/ Satellite Data Services?
